Processing Flow

  1. Submit Application - Tenant completes ERA Application on Clayton County Website.

  2. If you cannot complete the application online please call 770-997-4511 to make an appointment

  3. County Review - Application reviewed by county and assigned to HTNH (If applicable)

  4. Organization Review-  HTNH begins the review process, this will take 7 - 10 days. Check your Neighborly portal for status updates.

    • Incomplete or Incorrect Applications: Tenant will receive a 1 week notice to complete or fix any issues within their application. If the issue(s) are not resolved then a 24hr notice to close the application will be issued. Once the notice is issued, if the applicant has still not updated their application, the ERA request will be denied. The tenant must reapply if they need future assistance.

    • Completed Tenant and Landlord Application: If qualifications are met the applicant is processed for payment. If the applicant does not qualify then a denial letter is sent with additional assistance resources.

  5. Landlord Submits Documents - Hearts will determine total amount owed and what, if any fees, will be abated (waved).

  6. Tenant Awaits Approval - HTNH generates a draw (payment), invoice, and sends the payment information for county approval.

  7. Tenant Awaits Payment - County approves the invoice and payment is made to the tenant.

  8. Landlord Picks Up Check - The landlord will be notified that their ERA payment is ready. Landlords will then choose an appointment slot to pick up their tenant’s ERA check at the HTNH Clayton County office. If the landlord cannot pick up the check during a designated appointment slot then the check will be mailed.

  9. Tenant Participates in Stabilization Program - After payment the tenant is required to complete a stabilization program. Once the tenant completes the Stabilization program further funds can be requested; completion of the program does not ensure additional funds will be approved.
